Drug Testing Hospital Employees??

A hospital technician in the US has been arrested under suspicion of stealing drugs and syringes from an estimated 13 hospitals (in 8 states) and is thought to have infected 30 people with hepatitis C (through use of infected syringes). This case has led to a group called The Patients Speak to call for the implementation of randomised drug testing of hospitals employees at least twice a year. A representative for the group has expressed her disbelief at the lack of drug testing with some hospital employees, comparing the situation to an American home-improvement retailer who has strict drug testing rules for all employees. She said “Why does the guy who loads your car at Home Depot have drug testing and the men and women with you in the operating room do not?” Which hospital employees do you think should be drug tested?
