Is health tourism getting out of hand?

There have been a few programmes aired and articles written about health tourism in the NHS.

New guidance from NHS London says that so-called health tourists should have access to primary care in order to “promote human rights and public health” and that “nationality is not relevant” to the entitlement.

Is this policy manageable? Or is it being blown out of proportion?
