GPs deciding our budget?

If GPs now have a bigger job to do than they now have, is patient's care going to be neglected? They have to care for patients, be on call, attend all kinds of meetings, meet government targets and now create a budget. Shouldn't it be a collaboration between economists and doctors? Haven't the coalition taken this a bit too far?

Collaboration is ok but as far as i have seen medicos in general are bad in this 'economics' thing..
